My understanding is that silabbata paramasa roughly translates as 'attachment or clinging to mere rules and ritual'. Obviously, attachment and clinging are themselves hindrances and the word 'mere' in this phrase is significant. Surely no-one would claim that mere rules and ritual of themselves lead to Nibbana, and yet they are nevertheless important - why else would Buddha have set them out so clearly?
